A newly built home needs an energy label too. It is determined at handover on the basis of how the property was actually built, which is not always the same as what the drawings showed.

Does new build need an energy label?
Yes. At handover there must be a valid energy label, registered in EP-Online. As a rule the builder or developer arranges it, because it follows from the energy performance requirements the building plan had to meet.
What should you check before signing?
The label you receive should describe the home as delivered. Check these points:
- Is the property actually in EP-Online, at your address?
- Does the assessment date match the handover, rather than an earlier stage?
- Does the label match what the purchase agreement promised?
- Have later additions, such as solar panels from an optional extra, been included?
When do you need an assessor yourself?
In three cases: if the label is missing at handover, if it does not match what was built, or if you added something after handover that made the home more efficient. In that last case a new assessment often gives a higher class, and that counts when selling and with some lenders.

Through Energielabel24 an energy label for a home costs between €199 and €489. For new build the assessment usually runs smoothly, because construction data and installation documentation are available.
